AIUK’s team in Scotland works on a range of human rights issues with a primary focus on influencing law and policy at the devolved level.
The overall purpose of this consultancy is to:
Amnesty and others within Scottish civil society are campaigning for a strengthened legal human rights framework in Scotland.
The Scottish Government had committed to introducing draft legislation to this end which would incorporate international rights treaties into Scots law, before pausing plans to introduce a Bill in 2024.
Incorporation or a ‘Human Rights Bill’ has the potential to have a transformative impact on the lives of people in Scotland. As we approach the next scottish parliamentary election, our aim is to ensure that we communicate about human rights, and specifically the need to strengthen the legal framework, effectively and in a way that encourages public audiences to understand and take ownership of the campaign.
The consultancy will take an evidence-based approach to producing a toolkit setting out suggested messaging and frameworks to communicate effectively about the urgent need to strengthen human rights protections in Scotland.
Timeline: This work should be delivered between September and the end of November 2025

The consultant(s) should be able to demonstrate the following:
- Knowledge and experience in the field of communications and framing
- Experience of producing effective toolkits/messaging guides to inform communications work
- Experience of facilitating group consultation and working with coalitions
- Experience of working with third sector organisations in Scotland
Submission Details:

Bids should consist of a short proposal (between one and three pages) setting out
- how you meet the above requirements, including with reference to previous work
- Proposed activities to deliver the project
- Budget for the work broken including expenses and VAT
Budget: Up to £13,500.

Please note, the successful tender will be required to enter a contractual arrangement for a supply of services. This will not constitute employment for tax purposes, and the agency, consultant or freelancer will not be entitled to our employee terms and conditions.
