We campaign for justice and equality at home and abroad. One of our priorities is ensuring that economic, social, and cultural rights—like access to food, healthcare, housing, and education—are fully protected in UK law.

The UK has ratified the International Covenant on Economic, Social and Cultural Rights (ICESCR), which requires governments to deliver “minimum core obligations” (MCOs). These are the essential levels of rights that must always be met, even in difficult times. But unlike many countries, the UK has not incorporated these standards into domestic law, leaving millions without guaranteed protections.
To address this, we are commissioning a project to produce a practical “How to Guide” for policymakers. This guide will:
- Review how MCOs are defined and protected internationally;
- Assess gaps in the UK’s current approach;
- Provide clear, evidence-based methodology for defining and protecting MCOs in UK law.
Deliverables & Timeline
Between October 2025 and March 2026, the consultant will:
- Carry out a comparative international review of best practice;
- Analyse UK law and policy gaps;
- Facilitate stakeholder consultations;
- Produce a final “How to Guide” for policymakers, with recommendations and case studies.
The consultant(s) should be able to demonstrate the following
We are looking for a consultant (or team) with:
- Proven experience in human rights research and policy analysis;
- Strong knowledge of international human rights law, particularly ICESCR and MCOs;
- A track record of producing accessible, evidence-based policy resources;
- Experience engaging diverse stakeholders, including marginalised communities;
- Excellent communication skills and ability to write clearly for non-specialist audiences.

- Relevant experience, with examples of past work;

Contract Terms
Please note, the successful tender will be required to enter a contractual arrangement for a supply of services. This will not constitute employment for tax purposes, and the agency, consultant or freelancer will not be entitled to our employee terms and conditions.
