Syria: Amnesty submission to the UN universal periodic review

In this submission, Amnesty International raises concerns about the state of emergency that has been enforced in Syria since 8 March 1963. Legislation passed pursuant to the state of emergency fails to comply with international human rights standards. Discrimination against women and discrimination on the grounds of sexual orientation remains entrenched in national legislation. Kurds experience identity-based discrimination. Amnesty International is also concerned about freedom of expression and association, unfair trials, use of torture in places of detention, impunity for human rights violations and the use of the death penalty.
