A letter from Amnesty UK to the Minister for Immigration Compliance and Courts, and the Minister's reply, concerning Statement of Changes in Immigration Rules (HC 1043) - in particular changes to Part 11 (Asylum) to permit Home Office to treat a person's claim for asylum as inadmissible while the Home Office seeks a third country willing to receive the person and her, his or their asylum claim.

These changes to immigration rules were published by the Home Office, without consultation or advance notice, on 10 December 2020 to take effect from 11pm on 31 December 2020.
