Amnesty International UK Response to JCHR Transnational Repression Report
On 30 July 2025, the Joint Committee on Human Rights of the Parliament issued the Joint Committee on Human Rights’ report on Transnational Repression. Amnesty International UK Hong Kong Programme welcomes the report as an urgent wakeup call and important first step, and calls on the UK Government to adopt a more proactive, consistent and cross-departmental policy and strategy.

On the other hand, AIUK work closely with the Tackling Transnational Repression in the UK Working Group. They directly responded to the JCHR report reiterating the urgent need for comprehensive government action on Transnational Repression, including improved reporting mechanisms, diplomatic accountability and so on.
Amnesty International UK Formal Submission to the Inquiry
The focus of this submission is on the pattern and impacts of transnational repression targeting Hong Kong diaspora and Chinese international students resident in the UK. It reflects the lived experience and policy recommendations of UK-based Hong Kong activists and civil society groups and the testimonies of students living in fear of China’s repression, as documented in Amnesty International’s report ‘On my campus, I am Afraid: China’s Targeting of Overseas Students Stifles Rights’.
