Amnesty International UK Briefing for House of Lords Committee (Days 2 & 3) on Government HL Bill 133

This briefing is for Days 2 & 3 of House of Lords' Committee consideration of the Government's Immigration Bill, HL Bill 133 on 5 & 7 June 2023.

Amnesty International has made clear our opposition to this Bill. In this briefing, we draw attention to how Clauses 1 and 2, and what was said about these two Clauses, has impact on other provisions in this Bill. We do so with particular focus on Clause 3 (unaccompanied children and exceptions), Clause 4 (bar on asylum and human rights claims), Clause 21 (bar on modern slavery protections), Clause 29 (bar on limited and indefinite leave) and Clause 30 (bar on citizenship). These, and provisions including on detention and removal, are all profoundly objectionable in their own right. Nonetheless, it is vital to understand how Clauses 1 and 2 act upon them when considering near any and every provision of this Bill, otherwise the full impact of the Bill is liable to be lost.
