Overview
These Guidelines are intended as a practical and authoritative guide to support authorities in implementing the UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials (1990). They address application across domestic legislation, the operational set up of law enforcement agencies (including regulations, procedures, training, equipment, and command and control structure), and systems of accountability.
Drawing on examples from 58 countries, including national laws, internal regulations, and training materials, the Guidelines offer detailed conclusions and recommendations to support governments in implementing effective, accountable, and human rights-compliant policing.
