Case of Al Haq v Secretary of State for Business and Trade: Written submissions of Human Rights Watch and Amnesty International UK

An Israeli army vehicle moves near the border with the Gaza Strip as seen from a position on the Israeli side of the border on October 29, 2025 in Southern Israel, Israel.

Overview

Palestinian human rights organisation Al Haq is pursuing a judicial review against the UK Government over its policy on licensing arms exports to Israel for use in Gaza. The UK Government have suspended some arms licenses that it says could have been used in Gaza but has refused to suspend supply of parts for the F35 Fighter Jet even though the government has conceded that there is a clear risk of them being used in breaches of international humanitarian law. Amnesty International UK and Human Rights Watch have intervened in the case to submit evidence that demonstrates the Israeli authorities' lack of commitment to international humanitarian law, and legal  argument regarding the UK government's failure to properly implement its obligations to prevent genocide, under Article 1 of the Genocide Convention.
