Libya report: Militia's threaten hopes for new Libya

The Libyan authorities face a considerable challenge in their efforts to bring under control the numerous militias that have largely taken the law into their own hands and to ensure the necessary reforms of the judicial system and its effective functioning. Amnesty International calls on the Libyan authorities to implement the recommendations made in this document as a matter of priority. MDE 19/002/2012
