This independent legal opinion, prepared as part of our work to End Israeli Apartheid, examines whether public bodies can lawfully exclude suppliers from public contracts under the Procurement Act 2023 for failing to meet human rights responsibilities, including through links to Israeli settlements in the Occupied Palestinian Territories.
