A Human Rights Manifesto: Wales 2026

Amnesty International has published a human rights manifesto for 2026 setting out our calls on the next Welsh government to create a fairer, more equal Wales.

As the 2026 Senedd election approaches, the political climate at home and internationally is being shaped by growing authoritarianism and division. Narratives that pit us against our neighbours and seek to rewrite the rules on whose rights and lives deserve protection.

This narrative isn’t new. Instead of dealing with rising poverty, inequality, the housing crisis and soaring living costs – instead of protecting our basic rights – blame is being shifted onto those most in need.

The next Welsh government should:

• Introduce a human rights act for Wales to incorporate internationally agreed rights into Welsh law.
• Place clear, enforceable duties on Welsh public bodies to respect, protect and fulfil human rights.
• Ensure protections are as strong as possible within devolved competence.

Wrth i etholiad y Senedd 2026 agosáu, mae’r hinsawdd wleidyddol gartref ac yn rhyngwladol yn cael ei llunio gan awdurdodyddiaeth ac ymrannu cynyddol. Ceir naratifau sy’n ein gosod ni yn erbyn ein cymdogion ac sy’n ceisio ailysgrifennu’r rheolau ynghylch hawliau a bywydau pwy sy’n haeddu cael eu gwarchod.

Nid naratif newydd mo hwn. Yn lle ymdrin â thlodi cynyddol, anghydraddoldeb, yr argyfwng tai, a chostau byw sy’n saethu i fyny – yn lle amddiffyn ein hawliau sylfaenol - mae’r bai’n cael ei drosglwyddo i’r sawl sydd fwyaf mewn angen.

Dylai llywodraeth nesaf Cymru:

• Gyflwyno deddf hawliau dynol ar gyfer Cymru er mwyn ymgorffori hawliau y cytunwyd arnynt yn rhyngwladol yng nghyfraith Cymru.
• Gosod dyletswyddau clir, gorfodadwy ar gyrff cyhoeddus yng Nghymru i barchu, amddiffyn a gwireddu hawliau dynol.
• Sicrhau bod amddiffyniadau mor gryf â phosibl o fewn cymhwysedd datganoledig.
