Overview

This policy briefing outlines Amnesty International UK's work towards a Scottish Human Rights Bill ahead of the 2026 Parliament election.

Amnesty International UK has called on the next Scottish Government and Scottish Parliament to adopt the policy proposals outlined in our 2026 manifesto and to champion human rights as the solution to domestic and international challenges.

Many people in the UK and Scotland have seen their access to economic, social and cultural rights such as health services, housing and social security deteriorate in recent years.

Strengthening these rights, and the legal protections that help people realise them, must therefore be a priority for the next Scottish Government.
