PROJECT BACKGROUND & CONTEXT

Over the past decade, Amnesty International and the wider human rights movement has been in almost constant reactive and defensive mode when it comes to human rights, its legal frameworks and core principles. This has consumed our capacity and energy and has left little space for developing positive, progressive, solutions-focussed policy proposals. At the same time, think tanks have emerged as one of the most influential groups in UK politics. The influence they hold is not only on specific public policy change objectives but in the ideology, the analytical frameworks and narratives that surround those individual policies. For Amnesty to influence the political discourse in the ways we need to, we need to adopt more of the approaches and techniques of think tanks in tandem with our “classic model” of policy change campaigning and public attitudinal change.

AIM

The proposed briefing will aim to provide Amnesty UK with information and analysis on the think tank landscape in the UK and in particular the communications strategies, techniques and channels they use to achieve impact. Alongside our campaigning, we want to build and develop our think tank function to create a space to think big, develop and share our analysis, collaborate and convene with partners, communicate our policies, and become a go-to organisation for policy ideas and solutions. This work puts us in a subtly difference space with a different audience and ways to communicate and so we want to understand how other think tanks are communicating, reaching and engaging a highly politically engaged audience.

SCOPE AND BUDGET

We are flexible around the proposed methodology but we would expect an early meeting with the consultant to agree scope and approach.

The budget is up to £5k. This covers staff costs and expenses, including any necessary travel and accommodation.

SUBMISSIONS/TIMELINE

We would like the work to begin in September with a final report in October, however there is some flexible for the right consultant.

Candidates are requested to provide a CV as well as a written proposal no longer than 2 pages which includes the following:

  • An outline of the methodology proposed, timescale (including any risk analysis and resourcing required)
  • A cost (or cost options) for the project.

We will invite potential candidates for an informal meeting to talk through your tender response and ask any questions we have about your proposal. This will be an online meeting arranged at a convenient time within 2 weeks after the closing date.
